Yale Metropolitan District No. 2

Yale Metropolitan District No. 2 (“District No. 2”) is a Title 32 Special District that has been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, and safety protection improvements of the District; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Services`”), except as specifically limited by the Service Plan for the District approved by the City Council of the City of Aurora, Colorado on February 14, 2022 as it may be amended from time to time (the “Service Plan”).

The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District.  The District is located in the City of Aurora, Arapahoe County, Colorado.  The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the City of Aurora does not provide.

The District, may, combined with Yale Metropolitan District No. 1 and Yale Metropolitan District No. 3, incur a maximum debt of $150,000,000.  Ad valorem property taxes, fees, rates, tolls, penalties, charges, or any other legally available revenues may be used to repay such debt.

The District may assess, a maximum mill levy of fifty (50) mills to repay such debt, as adjusted for statutory and legislative changes on or after January 1, 2004.  Once a debt mill levy is imposed, it may only be imposed for forty (40) years unless a majority of the Board of Directors of the District imposing the mill levy are residents of the District and have voted in favor of a refunding of a part or all of the debt and such refunding will result in a net present value savings as set forth in Section 11-56-101, C.R.S.; et seq.

The District must file an Annual Report to the Manager of the Office of Development Assistance of the City Manager’s Office of the City of Aurora, the Arapahoe County Clerk and Recorder, the Division of Local Government, and the State Auditor.

The District’s boundaries overlap with the boundaries of the City of Aurora, Aurora School District 28J, Arapahoe County, Developmental Disability, Sable Altura Fire Protection District, Urban Drainage and Flood Control District, Urban Drainage and Flood Control District South Platte, and West Arapahoe Conservation District, Murphy Creek Metropolitan District No. 2, Murphy Creek Metropolitan District No. 4, and Murphy Creek Metropolitan District No. 5.
